When all are killed, it turns out that a guy with money locked in the office, and Phil needs your help. Move next to him.

The guy with the money try to escape, so you need to pursue it. On the street he jumps into the truck, so you need to sit down either in a motorcycle or car, to continue the pursuit.

Shoot the truck until it is sufficiently damaged. Then the guy come out of it, this is where you kill him and, taking all the cash.
